Thanks, Bob. The tagline for the foundation I started in memory of my husband Brett is "Shifting Gears to Saves Lives". I tell others that I'm not talking about shifting bicycle gears but instead shifting attitudes. I no longer want to ride as I first did when Brett was killed (by a driver under the influence of sleeping pills who received the proverbial slap on the wrist and a $1000 fine for violating the 3 foot passing law) because I am afraid of orphaning my children. I decided to combine my love of teaching (I was a teacher for 10 years before my kids were born) with Brett's love of cycling, to educate others about cycling safety and awareness. It's time to stop the cycle of senseless and PREVENTABLE "accidents" that kill and injure so many innocent people. I hope to meet you in person sometime (perhaps at the Not One More rally on 5/19?)

That all being as it may...
The real issue is about the crosswalk, not the sidewalk. The issue of whether of not it is illegal to ride in a crosswalk in Tucson (where it is expressly ILLEGAL to ride on the sidewalk) was analysed in detail by the city attorney's office and they concluded that it was LEGAL. See here under "crosswalk addendum".

Phoenix City Code, Section 36-116 says:

"Every person propelling a pushcart or any device propelled by human power and having one or more wheels sixteen or more inches in diameter, shall be subject to all provisions of this chapter applicable to the driver of any vehicle, except those provisions which by their very nature can have no application."

However, 36-113 says:

"Whenever any person is riding a bicycle upon a sidewalk he shall yield the right-of-way to any pedestrian."

Since it is illegal to drive a vehicle on a sidewalk per another section, by implication, 36-116 says using a bicycle on a sidewalk is also illegal. But, paragraph 36-113 implies using a bicycle on a sidewalk. Looks like a contradiction to me. Such contradictions can mean that a law cannot or will not be enforced, which is what we have. Sigh.

Good concept, but I don't believe users will understand the "bike dots". This should be using standard signing & markings, including the new bicycle-focused guide signs in the new MUTCD - see http://mutcd.fhwa.dot.gov/htm/2009/part9/fig9b_04_1_longdesc.htm

Thank you for posting this. It is an excellent one page summary that clearly lays out the basics. I am going to print out copies and/or email them to friends and relatives who express their incorrect opinions about what bicyclists should do on the streets. I would have perhaps also mentioned or referenced "Arizona Bicycling Street Smarts" or another similar official publication, too, but that's just a small suggestion.
